Mejoramiento de la Ruta Nacional No. 245 Sección Rincón – Puerto Jiménez. Licitación Pública No. 2007 LN-000006-DI

Abstract

El presente informe consiste en una auditoría técnica que abarcó el análisis de la documentación del proyecto y la verificación del proceso constructivo mediante visitas al sitio, para determinar si existen situaciones que ponen en riesgo la correcta ejecución del proyecto y, en consecuencia, que puedan afectar el plazo de conclusión de las obras, la calidad del proceso constructivo, la seguridad vial y generación de sobrecostos adicionales por situaciones previsibles. El objetivo de la auditoría fue informar a las autoridades indicadas en la Ley No. 8114, los aspectos que califican como oportunidades de mejora en cuanto a la calidad del proyecto, dando a conocer, desde el punto de vista externo y constructivo, situaciones observadas en las visitas realizadas por el equipo auditor en el sitio de obras y analizar las condiciones con las que se ha desarrollado la ejecución del proyecto (adjudicado al Consorcio Santa Fe – Sánchez). Antes del inicio de obras, el camino existente contada con una superficie de un material superficial granular de espesor variable y un ancho de calzada que oscilaba entre 5 y 7 metros. Existían problemas en el sistema de evacuación de aguas pluviales al no contar con obras adecuadas que fueran suficientes para evitar el desbordamiento de esta agua sobre la carretera y sobre las propiedades aledañas. Además, la carretera contaba con puentes provisionales de una sola vía, algunos de los cuales se encontraban en condiciones no aptas para la seguridad de los usuarios debido al visible deterioro.

The following report consists in a technical audit that contains the analysis of the project´s records and the verification of the constructive process through site visits, to determine whether there is a situation that compromises the correct execution of the project and in consequence, that may affect the completion of the construction works, the quality of the construction process, the road safety and the generation of additional cost overruns because of predictable situations. The object of this audit was to inform the authorities stated in Law No. 8114, the aspects that qualify as improvement opportunities in terms of the quality of the project, revealing from the external and constructive points of view, witnessed situations in the site visits made by the audit team in the worksite and to analyze the conditions with which the project´s execution has been developed (the project was awarded to the Santa Fe – Sánchez Consortium. Before the works beginning, the existent path had a surface made with a superficial granular material of variable thickness and a roadbed width that ranged from 5 to 7 meters. There were problems in the storm water evacuation systems because of the lack of suitable works that were enough to avoid the overflow of this water on the road and on the adjacent properties. Besides, the road had one-way provisional bridges, some of which were in unsuitable conditions for the safety of the users due to the visible deterioration.
