Mejoramiento de la ruta nacional N° 245 Scción: Rincón-Puerto Jiménez. Licitación N° 2007 LN-000006-DI.

Abstract

El objetivo del informe es comunicar a las autoridades indicadas en la Ley No. 8114, los aspectos que califican como oportunidades de mejora en cuanto a la calidad del proyecto, dando a conocer, desde el punto de vista externo y constructivo, situaciones observadas en las visitas realizadas por el equipo auditor en el sitio de las obras y analizar las condiciones con las que se ha desarrollado la ejecución del proyecto. El proyecto inicia en las instalaciones del IDA en Rincón hasta la localidad de Puerto Jiménez, siendo una longitud de proyecto de 32,15km. Como primer hallazgo se menciona que el contratista utilizó fuentes de material diferentes a las ofertadas y el precio del material quedo fijo a pesar de que se disminuyó la distancia de acarreo. En cuanto a las contrataciones se encontró que no se realizó la contratación de servicios de verificación de calidad, la contratación de servicios de topografía se realizó 8 meses después de iniciado el proyecto y la contratación de inspectores de vías y de puentes se realizó 19 meses después de iniciadas las obras. En la ejecución del proyecto fueron detectadas deficiencias en los diseños del drenaje pluvial que tuvieron que ser rediseñadas y valoradas por la ingeniería de proyecto. El proyecto se ha prorrogado 334 días calendario adicional a la fecha de término prevista inicialmente. Se observó una señalización temporal de obra insuficiente.

In the execution of the project, deficiencies were detected in the designs of the pluvial drainage that had to be redesigned and valued by the project engineering.
