Informe sobre laejecución y calidad de lasobras para el proyecto: Conservación vial de la red vial nacional con superficie en tierra y lastre,zona 3-1 B,línea N° 22,Ruta Nacional N°604. Licitación N° LICITACIÓN PÚBLICA NO.2007LN-000004-CV

Abstract

La información del Autocontrol presenta incongruencias entre los datos de la ruta intervenida y el periodo de labores, y los que se indica en la Estimación Descriptiva N°4. Por lo que se establece que el Contratista no presentó el respectivo Autocontrol que justifica la calidad de las obras realizadas para Diciembre del 2008, en la Ruta Nacional N°604. No hay claridad de las obras desarrolladas, el CONAVI adolece de un sistema efectivo para verificar la correspondencia entre las obras a cancelar y las ejecutadas, incluyendo como su confirmación en sitio, sistema que además garantice el buen uso de los recursos. El Cartel de Licitación no especifica la información mínima y/o el detalle de las obras ejecutadas que deben acompañar la estimación de pago de obra, como requisito de facturación. En relación con las características y calidad del material de lastre, se evidenció que el material de la superficie de ruedo y el depositado en las cunetas, incumple las especificaciones granulométricas, por cuanto presenta sobre-tamaño, respecto de la especificación que establece tamaño máximo nominal de 3”. No se realiza la limpieza de desechos una vez terminados los trabajos de conformación y bacheo mecanizado, ni se aplica la sanción pecuniaria que establece el Cartel de Licitación para cuando se presenta este incumplimiento contractual, por cuanto en ninguna de las estimaciones de pago se evidenció rebajo alguno por este concepto.
