Evaluación de la razonabilidad de la inversión y el desempeño de la Ruta Nacional N° 152, Secciónde control 50261, veintisiete de abril-Villareal conservación vial de la Red Vial Nacional con superficie en tierra y lastre licitación pública N°2007LN-000004-CV

Abstract

Este estudio se realizó con el propósito de evaluar la correspondencia de las labores de conservación vial en función del objeto del contrato, el desempeño y nivel de servicio de la ruta, y la eficacia y eficiencia de la inversión realizada, en la Ruta Nacional N° 152, Sección de Control 50261, Veintisiete de Abril – Villarreal, Santa Cruz de Guanacaste. Además, se evidenció que las intervenciones no han generado un adecuado desempeño de la ruta, ya que se presentó un deterioro prematuro de la superficie de ruedo y con ello un bajo nivel de servicio. Se evidenció incumplimiento de especificaciones en la pendiente transversal de la ruta y el sistema cunetas y alcantarillas, situación que incide en el rápido deterioro de la vía, pues la evacuación del agua no es eficiente. Por consiguiente esta Auditoría Técnica emite para el CONAVI varias recomendaciones, tales como velar porque la programación, priorización y el tipo de intervención en la conservación de las rutas, se fundamente en una evaluación periódica de red, con el fin de buscar un desempeño óptimo de la vía. De igual forma que las intervenciones en el sistema de drenaje se fundamente en estudios y diseños técnicos que contemplen las condiciones hidrológicas y geotécnicas de la ruta.

This study was carried out with the purpose of evaluating the correspondence of the road conservation tasks according to the object of the contract, the performance and service level of the route, and the effectiveness and efficiency of the investment made, in the National Route N ° 152, Control Section 50261, Twenty-seven of April - Villarreal, Santa Cruz de Guanacaste. In addition, it was evident that the interventions did not generate an adequate performance of the route, since there was a premature deterioration of the surface of the ring and with it a low level of service. There was evidence of noncompliance with specifications on the transversal slope of the route and the gutters and culvert system, a situation that affects the rapid deterioration of the road, since water evacuation is not efficient. Therefore, this Technical Audit issues several recommendations for the CONAVI, such as ensuring that the programming, prioritization and type of intervention in the conservation of the routes, is based on a periodic evaluation of the network, in order to seek an optimal performance of route. In the same way that the interventions in the drainage system are based on studies and technical designs that contemplate the hydrological and geotechnical conditions of the route.
