EVALUACIÓN DE SEGURIDAD VIAL SEGUIMIENTO A LAS ACCIONES CORRECTIVAS RECOMENDADAS POR LA AUDITORÍA DE SEGURIDAD VIAL DEL LANAMMEUCR AL TRAMO EN SERVICIO: SAN ISIDRO-RÍO CONVENTO, SECCIÓN 0+000 A 7+600

Abstract

El presente informe evaluó la seguridad vial del tramo San Isidro – Palmares, a razón de darle seguimiento a las acciones correctivas expuestas en el informe LM-AT-064a-07 “Evaluación del Tramo en Servicio: San Isidro – Río Convento, Sección 0+000 a 7+600” emitido por el LanammeUCR en junio del año 2007. Para mitigar los accidentes que se producían en la zona, se colocaron cinco semáforos peatonales en los puntos considerados más críticos. Sin embargo, todavía existen situaciones de alto riesgo tanto para los peatones como para conductores y ciclistas. El presente informe expone las carencias que tiene el tramo evaluado en términos de seguridad vial tales como el exceso en el límite de velocidad reglamentaria, peatones que usan el carril de giro izquierdo como refugio, ciclistas que transitan por la vía en condiciones de peligro, desniveles importantes a los lados de la vía y una insuficiente visibilidad nocturna. Todos éstos son producto de la interacción entre el “factor huma- no” y el “factor vía y entorno”, e influyen directamente en la accidentalidad de la zona.

This report evaluated the road safety of the San Isidro - Palmares section, in order to follow up on the corrective actions set out in report LM-AT-064a-07 "Evaluation of the section in service: San Isidro - Río Convento, Section 0+ 000 to 7 + 600 "issued by the LanammeUCR in June 2007. To mitigate the accidents that occurred in the area, five pedestrian traffic lights were placed at the points considered most critical. However, there are still high-risk situations for pedestrians, drivers and cyclists alike. This report exposes the shortcomings of the section evaluated in terms of road safety such as the excess in the regulatory speed limit, pedestrians using the left turn lane as a refuge, cyclists who transit the road in dangerous conditions, unevenness important on the sides of the road and an insufficient night visibility. All these are the product of the interaction between the "human factor" and the "factor via and environment", and directly influence the accident rate in the area.
