Proyecto de gestión y evaluación de la red vial cantonal de la Municipalidad de Belén. Informe de diagnóstico y planes de inversión

Abstract

Pese a que a simple vista la condición general de la red aparenta estar en buenas condiciones, al analizar la información suministrada en el presente informe se demuestra que poseen un deterioro importante. Tanto la evaluación estructural (FWD) como la funcional (IRI) lo evidencian, ya que ambas revelan valores superiores al 65% de su red en malas condiciones o severamente deteriorados, aspecto que se reflejará en un futuro disminuyendo considerablemente el nivel de servicio de la red. Es necesario que la municipalidad determine el plan de gestión que impulsará, basándose en el presupuesto anual que invertirá en sus vías, el nivel de servicio que espera darle a sus usuarios y las políticas de mejoramiento del gobierno local. Modelar diferentes escenarios de inversión permite comparar el cambio en la condición de la red a largo plazo, siendo una herramienta útil para que la agencia de transportes defina el presupuesto que se invertirá el fin de cumplir los objetivos que esta posee.

Although at first sight the general condition of the network appears to be in good condition, analyzing the information provided in this report shows that they have a significant deterioration. Both the structural (FWD) and the functional (IRI) evaluation show this, since both reveal values higher than 65% of their network in bad conditions or severely deteriorated, an aspect that will be reflected in the future, considerably reducing the service level of the net. It is necessary for the municipality to determine the management plan that it will promote, based on the annual budget that it will invest in its roads, the level of service it expects to give its users and the policies of improvement of the local government. Modeling different investment scenarios allows comparing the change in the condition of the network in the long term, being a useful tool for the transport agency to define the budget that will be invested in order to meet the objectives it has.
