RECOMENDACIONES PARA LA REGULACIÓN DE PANTALLAS DIGITALES

Abstract

En el presente informe, se muestran los resultados obtenidos de la revisión bibliográfica realizada con el fin de proponer recomendaciones para la regulación de las pantallas digitales en Costa Rica, como elementos de publicidad exterior, colocadas en propiedad privada, en zonas adyacentes al derecho de vía. Los resultados se basan en artículos, ensayos, informes técnicos y otros documentos internacionales, donde se encuentran las normas y reglamentos que actualmente rigen y regulan este tipo de publicidad, tomando en cuenta aspectos técnicos, operacionales y de diseño, así como los distintos puntos de vista existentes respecto a los posibles efectos que pueden tener en la seguridad vial de los usuarios y si éstas realmente representan un peligro para los conductores, más allá de ser solamente distractores en las carreteras. Entre los principales hallazgos obtenidos en la investigación, se tienen datos específicos de tiempo de permanencia, tiempo de transición, nivel de luz emitido por la pantalla, espaciamiento entre ellas, valores de luminancia máxima y posibles zonas donde pueden ser colocadas. De igual manera, se muestran las diferentes normas que se aplican a nivel internacional, tales como Estados Unidos, Inglaterra, Australia, Suráfrica y Brasil. Se debe tomar en cuenta que las recomendaciones dadas en este informe son específicamente para la regulación de las pantallas digitales y no están destinadas a ser aplicadas en la reglamentación de cualquier otro tipo de publicidad exterior; además, dichas recomendaciones deben valorarse para corroborar que se puedan ajustar a la realidad del país antes de que puedan ser aplicadas.

In this report, the results obtained from the bibliographic review are presented with the intention of proposing recommendations for the regulation of digital screens in Costa Rica, as elements of outdoor advertising, placed on private property, in areas adjacent to the right of way. The results are based on articles, essays, technical reports and other international documents, which contain the rules and regulations that currently govern and regulate this type of advertising, taking into account technical, operational and design aspects, as well as the different points of view on the possible effects they may have on road users' safety and whether they actually pose a danger to drivers, other than being only distracting on the road. Among the main findings obtained in the research, there is have specific data of dwell time, transition time, level of light emitted by the screen, spacing between them, maximum luminance values and possible areas where they can be placed. In the same way, the different norms that are applied at international level, such as the United States, England, Australia, South Africa and Brazil are shown. It should be consider that the recommendations given in this report are specifically for the regulation of digital screens and are not intended to be applied in the regulation of any other type of outdoor advertising; in addition, these recommendations should be assessed to corroborate that they can be adjusted to the reality of the country before they can be applied.
