Abstract

Se resume de manera descriptiva los resultados obtenidos correspondientes a una encuesta electrónica dirigida a auditores de seguridad vial en Latinoamérica, llevada a cabo por la Unidad de Seguridad Vial y Transportes del LanammeUCR. El propósito de dicha encuesta consiste en documentar la información de experiencias existentes y actividades previstas en la aplicación de auditorías de seguridad vial (ASV), es decir, se pretende obtener una noción sobre los beneficios y fallas de la implementación de estas herramientas como medio para garantizar la incorporación segura de todas las formas de desplazamiento en los proyectos de infraestructura vial, particularmente para el caso de los usuarios vulnerables. Se obtuvieron respuestas de profesionales de Costa Rica, México, Chile, Venezuela y Ecuador. Entre los principales resultados, se puede mencionar que cada vez es más fuerte la necesidad de incorporar ASV como herramienta para asegurar que se cumpla el nivel de seguridad de los proyectos viales. Por lo general, las ASV son más eficientes en las primeras etapas y esta eficiencia comienza a reducirse conforme se avanza a etapas finales. Se identifican muchos beneficios en cuanto a la implementación de las ASV, no obstante, existen fallas o inconvenientes debido a que estas no se llevan a cabo por la falta de un programa que se encargue exclusivamente a la jurisdicción e implementación de las recomendaciones. La descripción de las condiciones actuales en conjunto con otras investigaciones relacionadas con seguridad vial, serán utilizadas para hacer constar la importancia de la incorporación de las auditorías de seguridad vial y las inspecciones de seguridad vial como herramienta de prevención y reducción de los accidentes de tránsito.

The purpose of this survey is to document the information of existing experiences and activities foreseen in the implementation of road safety audits (ASV), that is, we want to get an idea about the benefits and shortcomings of the implementation of these tools as a means of ensure the safe incorporation of all forms of travel in road infrastructure projects, particularly in the case of vulnerable users. Responses professionals Costa Rica, Mexico, Chile, Venezuela and Ecuador were obtained. Among the main results, it can be mentioned that it is becoming stronger the need to incorporate the ASV as a tool to ensure that the level of safety in road projects is met. Usually, the ASV are more efficient in the early stages and this efficiency begins to diminish as it advances to final stages. Many benefits are identified in terms of the implementation of the ASV, however, there are flaws or drawbacks because these are not carried out by the lack of a program that is responsible to the exclusive jurisdiction and implementation of the recommendations identified. The description of the current conditions in conjunction with other researches related to road safety will be used to certify the importance of incorporating road safety audits and road safety inspections as a tool for preventing and reducing traffic accidents.
