EVALUACIÓN DE LA EFECTIVIDAD DE LA INVERSIÓN REALIZADA EN LA CONSTRUCCIÓN DE LA CICLOVÍA EN LA RUTA NACIONAL N°32, ESCUELA LIVERPOOL-MUELLE ALEMÁN. LICITACIÓN PÚBLICA N° 01-2005 CONSERVACIÓN VIAL DE LA RED VIAL NACIONAL PAVIMENTADA

Abstract

Este estudio se realizó con el propósito de evaluar e informar a las autoridades de ley, sobre la eficacia y eficiencia de la inversión realizada en la construcción de la ciclovía en la Ruta Nacional N° 32, en el tramo que va de la Escuela Liverpool hasta Muelle Alemán, según la Licitación Pública N° 01-2005, Conservación de la Red Nacional Pavimentada, Línea N°1, Zona 5.2-, Región Huetar Atlántico. Este estudio abarca la revisión de los estudios, conceptualización y criterios para establecer la necesidad de la ciclovía, el proceso de contratación de los diseños y de las obras, las condiciones actuales del proyecto, así como el desempeño y funcionalidad del proyecto. Durante el proceso de auditoría no se pudo evidenciar que el CONAVI haya realizado estudios preliminares a nivel de proyecto para establecer los criterios técnicos y administrativos que definieron el proyecto y la modalidad de contratación, ni si el proceso de contratación del diseño se realizó de forma independiente al proyecto de conservación vial, tal y como se indica en las condiciones de aprobación del Addendum por parte de la Contraloría General de la República en su oficio 05791(DCA-1793-2008) En cuanto al estado actual del proyecto, se evidenció que las obras se encuentran inconclusas para lo cual no se pudo conocer las razones y circunstancias que lo generaron. Ha pasado más de un año y medio, sin que se hayan reiniciado las obras, y actualmente algunas ya presentan cierto deterioro, de manera que la inversión realizada está en riesgo pues en caso del que se reactive el proyecto, es posible que haya que reparar o reconstruir algunas estructuras, situación que incrementa el costo final del proyecto. Además las obras ejecutadas no brindan la seguridad que se persigue, ya que no cuentan con rotulación que advierta que las obras están inconclusas, ni existe señalización vial, y hay discontinuidad de la acera y de la ciclovía.

This study was carried out with the purpose of evaluating and informing law enforcement authorities about the efficiency and effectiveness of the investment made in the construction of the cycle path on National Route 32, in the section that goes from Liverpool School to Muelle Alemán, according to Public Tender No. 01-2005, Conservation of the Paved National Network, Line No. 1, Zone 5.2-, Huetar Atlantic Region. This study covers the review of studies, conceptualization and criteria to establish the need for the cycle path, the contracting process of the designs and works, the current conditions of the project, as well as the performance and functionality of the project. During the audit process, it was not possible to show that CONAVI carried out preliminary project-level studies to establish the technical and administrative criteria that defined the project and the contracting modality, or whether the design contracting process was carried out independently to the road conservation project, as indicated in the conditions of approval of the Addendum by the Office of the General Comptroller of the Republic in its letter 05791 (DCA-1793-2008) As for the current state of the project, it was evident that the works are unfinished for which it was not possible to know the reasons and circumstances that generated it. It has been more than a year and a half, and the works have not been restarted, and some of them are already deteriorating at present, so that the investment made is at risk because if the project is reactivated, it may be necessary to repair or rebuild some structures, a situation that increases the final cost of the project. In addition, the executed works do not provide the security that is being pursued, since they do not have sings warning that the works are unfinished, there are no road signs, and there is discontinuity of the sidewalk and the cycle path.
