Prácticas constructivas en obras de conservación víal de la red víal nacional pavimetada. Contratación directa 2014CD-000140-0CV00

Abstract

El presente informe de Auditoría Técnica recopila hallazgos sobre prácticas constructivas evidenciadas mediante visitas a frentes de trabajos de conservación vial ejecutados mediante la Contratación Directa 2014CD-000140-0CV00. Dentro de los hallazgos de auditoría técnica del informe se encuentran debilidades constructivas en la colocación de capas asfálticas como riego de ligante asfáltico de forma heterogénea e insuficiente o exceso de riego de ligante, colocación de espesores de capas asfálticas inferiores a los permitidos contractualmente y técnicamente no recomendado. Se evidenciaron también practicas recurrentes, comunicadas a la Administración en informes anteriores, que influyen negativamente en la durabilidad de las obras, como el uso de "traba" (mezcla sin compactar antes de la capa asfáltica) y la colocación de capas de "prenivelación" de espesores pequeños, para disminuir las irregularidades de la superficie resultante del perfilado. Asimismo, se señalan debilidades en la selección de la técnica a aplicar debido a la frecuente necesidad en algunas rutas de reparar las mismas secciones por recibir una inadecuada intervención respecto a su condición de deterioro y a su extensión. Por último, el informe menciona la necesidad de garantizar adecuados sistemas de drenaje para proteger las inversiones hechas en el pavimento, debido a la importancia que tienen en evitar que la escorrentía superficial penetre en las capas subyacentes, impidiendo la disminución la capacidad de soporte de la estructura del pavimento por saturación. De acuerdo con estos hallazgos de auditoría técnica, el LanammeUCR recomienda al CONAVI implementar medidas correcticas y preventivas, de tal forma que se evite la ocurrencia, algunas veces detectada como frecuente, de los hallazgos contenidos en el presente informe de Auditoría Técnica.

This Technical Audit report collects findings on construction practices evidenced by visits to road conservation work fronts executed by Direct Procurement 2014CD-000140-0CV00. Among the findings in the report of technical audit were found construction weaknesses in placing asphalt layers like heterogeneous and insufficient or excessive asphalt binder, placement of asphalt layers thickness lesser than the permitted contractually and technically not recommended. Is also evidenced recurrent practices, reported in previous reports to the Administration, that adversely affect the durability of the work, as the use of tack coat (uncompacted mixture before the asphalt layer) and the placement of layers of pre-leveling in small thickness, for reducing the irregularities of the surface resulting of the profiling. Furthermore, some weaknesses are listed in the selection of the technique to be applied because of the frequent need to repair some routes in the same sections for receiving an inadequate intervention regarding its deteriorating condition and its extension. Finally, the report mentions the need to guarantee adequate drainage systems to protect the investments made in the pavement, due to their importance in preventing the surface runoff from penetrating to the underlying layers, preventing the decrease in the bearing capacity of the pavement structure by saturation. According to the findings of technical audit, the LanammeUCR recommends to CONAVI implement corrective and preventive measures, so as to avoid the occurrence, sometimes detected as frequent, of the findings contained in this Technical Audit report.
