REVISIÓN DE LA ESTIMACIÓN DEL TRÁNSITO PROMEDIO DIARIO DEL PROYECTO: "CONSTRUCCIÓN LA RUTA NACIONAL No. 4 BAJOS DE CHILAMATE-VUELTA DE KOOPER. LICITACIÓN PUBLICA No. 2011LI-000037-32702"

Abstract

El objetivo de este informe es realizar una revisión de la estimación del tránsito promedio diario para el proyecto "Construcción de la ruta Nacional No 4. "Construcción la Ruta Bajos de Chilamate-Vuelta de Kooper. Licitación Pública No. 2011LI-000037-32702". La revisión de la estimación del tránsito promedio diario (TPD), se realizó a partir de la realización de conteos de tránsito simultáneos en la zona de influencia inmediata del proyecto, comprendida por las rutas 4, 32, 35, 126, 140 y 250, realizados desde el 25 de junio al 1ero de de julio del año 2013. En el análisis realizado se trató de reproducir la metodología de estimación del TPD del proyecto utilizada en el oficio DP-2007-323 de la Dirección de Planificación Sectorial del MOPT, para luego establecer escenarios comparativos entre ambas fuentes de información. Finalmente, se realizó una estimación de la capacidad del tramo de la vía, a partir de la información indicada en los planos del proyecto, para determinar el TPD de saturación de la vía. La capacidad se calculó a partir de las metodologías del Manual de Capacidad de Carreteras (HCM2010). En conclusión, el TPD del proyecto calculado con los supuestos realizados en el oficio DP-2007-323 está por debajo del TPD proyectado a partir del muestreo de transito realizado por el LanammeUCR luego de aplicar esa misma metodología. No fue posible verificar con certeza el porcentaje de atracción y de crecimiento recomendados por el oficio a partir de la información aportada.

The objective of this report is to review the estimation of the average daily traffic for the Road Construction project "Construction of the National Route 4." Bajos de Chilamate-Vuelta Kooper. Bidding No. 2011LI-000037-32702" The review for estimate the average daily traffic (ADT) was made using traffic counts in the immediate area of influence of the project, which included the routes 4, 32, 35, 126, 140 and 250, conducted from 25 June to 1st July 2013. In the analysis, attempt was made to reproduce the methodology for estimating the ADT of the project used in the DP-2007-323 official document of the Directorate of Sectorial Planning of MOPT, for establishing comparative scenarios between the two sources of information. Finally, an estimation of the capacity of the road section, from the information in the project plans, to determine the maximum ADT of the road was done. The capacity was calculated from methodologies of the Highway Capacity Manual (HCM2010). In conclusion, the ADT from the project calculated with the assumptions made in the official document DP-2007-323 is below the projected ADT from the traffic sampling performed by the LanammeUCR after applying the same methodology. It was not possible to verify for sure the percentage of attraction and growth recommended by the official document from the information provided.
