Evaluación de seguridad vial control de velocidad mediante fotorradares en algunas Rutas Nacionales

Abstract

El exceso de velocidad es una de las principales causas asociadas con la ocurrencia de accidentes. Se ha demostrado que las medidas de control de velocidad son efectivas y eficientes para reducir el riesgo de que ocurran accidentes viales. En algunos países se ha utilizado de manera adecuada el sistema de fotorradares para controlar la velocidad, el cual presenta beneficios mayores a los costos incurridos en su implementación y operación. Con el correcto uso de los fotorradares se puede lograr un cambio de comportamiento de los usuarios. En el caso especifico del tramo donde se coloco el fotorradar en la Carretera Florencio del Castillo (Ruta n°2), cerca de Terramall, se observan inconsitencias entre la velocidad de operación y los límites de velocidad establecidos, principalmente en el tramo de velocidad restringida de 60km/h. Esto se debe a que el diseño de la carretera permite desarrollar velocidades mayores a las permitidas, de una manera que se percibe segura para el usuario. A pesar de las condiciones del entorno sugieren que la velocidad debe reducirse, el hecho de colocar señales que restrinjan la velocidad y el uso de fotorradares no es suficiente para que los usuarios disminuyan la velocidad, dado que el usuario percibe una brecha muy amplia entre el límite de velocidad permito y la velocidad real de operación. Una vez fuera del area de influencia del radar, los conductores nuevamente ajustaran su velocidad a las condiciones de la carretera. Por lo tanto, se debe implementar otras medidas para reducir efectivamente la velocidad de operación. El objetivo del sistema de fotorradares no debe ser hacer multas, sino ser un elemento generado de cambio en el comportamiento del usuario, que tenga como consecuencia una reducción en la velocidad y en el riesgo de concurrencia de accidentes. El número de multas no es un indicador de una mejora en el seguridad vial.

The number of fines is not an indicator of an improvement in road safety.
