CONSTRUCCIÓN DE LOS DRENAJES Y TERRAPLENES DE LA CARRETERA COSTANERA SUR, RUTA NACIONAL NO.34 SECCIÓN: QUEPOS-SAVEGRE-BARÚ LICITACIÓN PÚBLICA INTERNACIONAL NO. LI-002-2005

Abstract

El proyecto vial no ha contado desde su inicio, con un sistema confiable y oportuno de verificación de calidad que sirviera de soporte para aceptar los resultados de autocontrol del contratista, la calidad del material aceptado y colocado en la obra. Este sistema es básico e importante para hacer la aprobación de las estimaciones que se pagan cada mes, y asegurar que lo que se paga con los recursos del proyecto, se está invirtiendo de manera segura y brinde la durabilidad esperada de acuerdo al diseño realizado. Se evidenciaron diferencias significativas en los resultados de laboratorio de los ensayos de granulometría de los materiales de préstamo para acabado y para relleno, obtenidos por el laboratorio de autocontrol de calidad del contratista, el laboratorio de verificación de calidad (MOPT) y el LanammeUCR. El cumplimiento de las especificaciones técnicas cartelarias es satisfactorio según el contratista, sin embargo, los resultados del MOPT y el LanammeUCR, indican lo contrario.

The road project has not counted since its inception, with a reliable and timely quality verification system that would serve as a support to accept the contractor's self-control results, the quality of the material accepted and placed on site. This system is basic and important to make the approval of the estimates that are paid each month, and ensure that what is paid with the resources of the project, is being invested in a safe manner and provides the expected durability according to the design made. Significant differences were found in the laboratory results of the granulometry tests of the finishing and filling loan materials, obtained by the contractor's quality self-control laboratory, the quality verification laboratory (MOPT) and the LanammeUCR. The fulfillment of the bidding technical specifications is satisfactory according to the contractor, nevertheless, the results of the MOPT and the LanammeUCR, indicate the opposite.
