Proyecto: Mejoramiento de las acceso al puente sobre el Río Tempisque, licitación pública: N° 057-2001 del Ministerio de Obras Públicas y Transportes, Consejo Nacional de Vialidad CONAVI

Abstract

Mediante el siguiente informe se presentan los resultados de la auditoria del proyecto de mejoramiento de los accesos al puente sobre el Rio Tempisque: Se evalúa la suficiencia y oportunidad de la información técnica (Estudios básicos), que sirvió de base para la confección de los planos constructivos, de las especificaciones técnicas y del cartel de licitación, y su conformidad con la sana práctica de la ingeniería, para garantizar que la construcción de la obra se ejecute con eficiencia, efectividad y economía y atendiendo la normativa aplicable sobre la materia. Además de valorar las actividades de control que sustentan los pagos de obra ejecutada del proyecto, incluyendo el control de calidad, con el fin de detectar las posibles no-conformidades en los procedimientos y además, contribuir a la generación de acciones correctivas que permitan un mejor desempeño de la ingeniería de proyecto y garantizar que la construcción se logre con eficiencia, efectividad y economía. Para la construcción de los accesos al puente sobre el Río Tempisque, el Consejo Nacional De Vialidad (CONAVI) no disponía de los estudios básicos y preliminares ( geotécnicos, topográficos, hidrológicos) suficientes, oportunos y confiables que permitieran desarrollar un proceso licitatorio para la construcción que fuera eficiente y de acuerdo a normas. Se encontró que los informes de las consultoras, no fueron oportunos en su entrega.

The following report presents the results of the audit of the project to improve access to the bridge over the Tempisque River:

The adequacy and timeliness of the technical information (Basic Studies) are evaluated, those served as the basis for the preparation of the construction plans, the technical specifications and the bidding poster, and their compliance with the sane engineering practice, to guarantee that the construction of the work is executed with efficiency, effectiveness and economy and taking into account the applicable regulations on the matter.

In addition to assessing the control activities that sustain the payments of the executed work of the project, including the quality control, in order to detect possible non-conformities in the procedures and also, contribute to the generation of corrective actions that allow a better performance of the project engineering and ensure that the construction is achieved with efficiency, effectiveness and economy.

For the construction of the accesses to the bridge over the Tempisque River, the National Road Council (CONAVI) did not have the basic and preliminary studies (geotechnical, topographic, hydrological) sufficient, timely and reliable that allowed to develop a bidding process for the construction that was efficient and in agreement to standards.

It was found that the consultants' reports were not timely in their delivery.
