Mejoramiento de la ruta nacional N° 606. secciones: Interamericana -Guacimal y Santa Elena-Monteverde LPCO-033-00

Abstract

El presente documento contiene el aporte del LanammeUCR al Proyecto Mejoramiento de la ruta nacional No.606. Secciones: Interamericana-Guacimal y Santa Elena-Monteverde. Por medio del cartel de licitación fue adjudicado a la constructora Belén, su trabajo consistió en construir una subbase granular de 40 y 43 centímetros (cm), una base estabilizada con cemento de 20 cm y luego la colocación de un tratamiento superficial triple en una longitud de 12 kilómetros (km) entre la Ruta No1 Interamericana Norte y Guacimal. Luego se agregó el tramo entre Santa Elena y Monteverde (3.2 km). Debe destacarse que este proyecto no contemplaba un tramo de esta misma ruta de unos 22 km que no fue intervenido y tiene una condición de regular a malo, lo que implica problemas de nivel de servicio para el usuario que utilizaría la vía para llegar a Monteverde. El objetivo principal de la Auditoria es verificar la marcha de los sistemas de calidad en los proyectos desde su inicio hasta el momento de la intervención. Se da una revisión de documentos en cuanto al cumplimiento de los requisitos legales- administrativos previos y durante la ejecución del proyecto. De las cuales se encontraron varias conformidades. Se realizaron numerosamplicaciones de plazo que no fueron efectuadas mediante una Orden de Modificacion debidamente justificada, de la fecha de finalizacion se realizan cambios en 10 oportunidades.

No se encontró evidencia de que se haya cumplido con la obligación de la revisión de los planos por parte del Ingeniero de Proyecto y del contratista; esto ante los frecuentes errores y omisiones que presentan los planos.

The main objective of the Audit is to verify the progress of the quality systems in the projects from the beginning to the moment of the intervention.

A review of documents is given regarding the fulfillment of the previous legal and administrative requirements and during the execution of the project. Of which several conformities were found.

Numerous time extensions were made that were not carried out by a Modified Order made justified, from the end date, changes were made in 10 opportunities.

No evidence was found that the obligation to review the plans by the Project Engineer and the contractor has been met; this before the frequent errors and omissions presented by the plans.
