SEGUIMIENTO AL PROCESO DE AUDITORÍA INFORME LM-AT-89-07 PROYECTO "ANÁLISIS DEL PROCEDIMIENTO APLICADO POR LA DIRECCIÓN DE OBRAS DEL CONAVI PARA LA SUPERVISIÓN DE LOS PROCESOS DE CONTROL Y VERIFICACIÓN DE CALIDAD EN PROYECTOS VIALES"

Abstract

Los lineamientos y funciones de la Unidad Ejecutora y de las empresas Consultoras se establecen en el “Reglamento para la conformación de un Registro de Consultoras, para la contratación de los servicios de apoyo en la fiscalización de los contratos para la ejecución de proyectos de Rehabilitación, Mejoramiento y Obra Nueva de la Red Vial Nacional” denominado REFOVIAL. a. El REFOVIAL establece responsabilidades que deben cumplir la Unidad de Verificación, la empresa consultora y el organismo de ensayo, tales como la prohibición de ofrecer servicios como laboratorio de verificación si se ejerce el control de calidad del contratista, asimismo la ampliación del alcance de acreditación a las instalaciones temporales una vez que éstas hayan sido habilitadas, entre otras. La implementación y consecuente acreditación de los organismos de ensayo bajo la Norma INTE-ISO/IEC 17025:2005, implica el cumplimientos de estos laboratorios con todos los equipos de medición y ensayo requeridos por las normativas de ensayo, así como también el mantener los equipos bajo políticas y procedimientos de confirmación metrológica.
